Morpht has built a starter site, Convivial for GovCMS, which implements the Australian Government Design System (AGDS). Please note that the AGDS recently was rebirthed as GOLD.

Drupal is a free, open-source content management system (CMS) used to build websites, intranets, and digital platforms. Unlike proprietary DXPs, Drupal's code is developed and maintained by a global community of tens of thousands of contributors, with no licence fees. It is best known for its flexibility, strong security track record, accessibility, and ability to model complex content structures, which is why it's the default CMS for government, higher education, healthcare, and large enterprises rather than small brochure sites.
GovCMS is a Drupal-based, whole-of-government content management platform, managed by the Australian Government Department of Finance and used by more than 370 websites across 115+ federal, state and local government agencies. It comes in two flavours: GovCMS SaaS, a shared, fully managed multi-tenant platform for standard content sites, and GovCMS PaaS, a dedicated Platform-as-a-Service environment for agencies that need custom code, complex integrations, or heavier business logic. GovCMS exists to reduce duplicated spend across government, provide pre-approved security and hosting compliance, and let agencies focus on content rather than infrastructure.
The Drupal Services Panel is the Department of Finance's panel of pre-approved suppliers agencies that can engage to build and support GovCMS sites, without running a separate procurement process each time. Morpht is one of the inaugural members of the panel and has been a GovCMS supplier since the platform's early years. As of 2026, Finance is consulting on a renewed, broader panel arrangement covering GovCMS Drupal, Digital Experience Platform (DXP) services and content personalisation, reflecting how much the scope of "GovCMS work" has expanded beyond basic site builds.
The GovCMS DXP Panel is a newer, narrower panel specifically for personalisation, recommendation and AI-related services layered on top of GovCMS; capabilities that standard GovCMS SaaS doesn't provide out of the box. Morpht was announced as one of the first two suppliers admitted to this panel. This matters for buyers because it means Morpht's personalisation and AI capability for government has been independently vetted by Finance, not just self-described in a pitch deck, a level of scrutiny most competitors marketing "AI for GovCMS" haven't been through.
