GovFlix has been implemented as a video recommendation service for developers, designers, and site owners involved in creating government websites. It features a rich library of video content, curated and personalised through taxonomy and AI-powered content recommendations.

This initiative consolidates educational videos from various jurisdictions and practice areas, providing a streamlined and user-friendly way to access these resources.

Unlike traditional CMS approaches, GovFlix places content recommendations at the heart of its delivery strategy, ensuring users receive timely and relevant information tailored to their needs.

The challenge

Morpht developed GovFlix on the GovCMS SaaS platform to push its boundaries and demonstrate its potential. The goal is to empower government agencies to maximise their content’s value, ultimately helping citizens easily access the information they need.

The solution

GovFlix stands out as a pioneering Drupal open-source project, packed with innovative features tailored to improve UX and content delivery for government websites. The project was born from an exploratory session designed to uncover ways to improve the digital experience of citizens.

Community-centric approach

Morpht is committed to building and maintaining GovFlix, curating content to provide users with smarter, relevant resources. The platform enables users to quickly find content aligned with their interests, simplifying access to valuable educational materials.

Advanced data syncing

Morpht overcame platform limitations by developing a JSON data feed to sync data from Drupal to Recombee, bypassing the inability to use the Search API Backend on GovCMS. This workaround ensured seamless integration with the recommendation engine, avoiding significant project roadblocks.

Information Privacy

A privacy-first approach was central to the project. The Privacy Preferences widget empowers users to control tracking and personalisation, while the Recombee module adheres to GDPR standards, protecting user data and building trust.

Personalised recommendations

The integration of the Recombee recommendation engine delivers a Netflix-style experience, with scenarios such as “Top Picks,” “Trending Now,” “Recently added” and “Related” content tailored to user profiles and preferences.

Smarter UX and delivery

Dynamic, context-aware queries powered by Recombee replace traditional Views, reimagining Drupal’s role from static content retrieval to intelligent delivery. Almost every View on the site has been replaced with a personalised alternative.

Leveraging the GovCMS SaaS platform, GovFlix pushes the boundaries of what’s possible within government frameworks, redefining content delivery and personalisation.

The outcome

The outcome

The project aimed to consolidate content from various CMSs, practice areas, and audiences to create a unified site for government users. Content editors continue to keep the site relevant by updating it with new conferences and materials as they become available.

By choosing the GovCMS SaaS platform, the project demonstrated that integrating a content recommendation engine is feasible within this framework. Despite platform limitations, the implementation was a success.

Recombee ensures GDPR compliance, and no Personally Identifiable Information (PII) is collected. A "Privacy Preferences" widget allows users to control how their content is personalised, going beyond Australian legal requirements to prioritise user trust and transparency.

GovFlix is a true attempt to do something unique and innovative to demonstrate how the publishing process can be improved in Drupal. The aim has been to inspire and educate the wider community on how to build smarter websites.
